Simon Herrera
Director, Operations and Planning
Simon was appointed by the Chief Executive Officer in October 2022. As the Director of Operations and Planning, he reports to the CEO and is responsible for planning, directing, managing, and integrating delivery of all fixed-route, demand-response, and ADA paratransit transit services provided by the Authority throughout the cities in Stanislaus County.
Simon is a highly respected Director of Operations with over 30 years of for-profit and non-profit experience in various public transportation settings. He began his career in 1989 as a school bus operator for Laidlaw Transit in San Bernardino County. From there, his career progressed to positions with increasing responsibilities. He served as the Director of Operations at Victor Valley Transit Authority from 2017 until taking his position with StanRTA in 2022.
Education
Simon completed the Financial Planning in Transportation program from the University of Chicago’s Booth School of Business. He accomplished the Project Management for Transit Professionals program at the University of the Pacific’s Eberhardt School of Business. He has also studied Collective Bargaining Negotiation at the University of Florida’s Warrington College of Business.
Prior roles
Before his leadership role at Victor Valley Transit Authority, Simon was the General Manager with Transdev at the VVTA Division until 2017. He was also Transdev’s Director of Transportation from 2006 to 2007 at the San Diego Transit Division. From 2004 to 2006, he was an Assistant General Manager for the Transdev VVTA Division.
